Medicaid Billing at RSD
The Redmond School District (RSD) participates in the School Based Health Services (School Medicaid) Program. In this program, School Districts can receive money from Medicaid to help pay for important services they already provide at school such as Speech, Nursing, and Counseling. The Medicaid money helps school districts to keep these resources available for students with disabilities, nursing or behavioral health needs without changing the services they receive. This helps RSD get money back from the federal government for the work our staff is already doing. Because of the current budget situation, this funding is more important than ever.
Your Protections:
Before RSD can ask Medicaid for reimbursement for certain services a student receives at school, we need to inform parents about it. You will see this Notification letter during Online Registration and through ParentSquare. When a student is enrolled in Medicaid, we also need their parent’s written permission to bill Medicaid for these services. This consent form is now included in Online Registration as well. Both forms are also linked below. Parents only have to give permission once, and they can change their mind anytime.
Important things to know for families whose student is enrolled in Medicaid:
- Giving permission will not change your student’s or family’s Medicaid/OHP benefits or reduce any money you get from Medicaid or other programs.
- School-Based Medicaid helps schools get money from Medicaid for services given at school, like counseling, nursing or speech therapy in a student’s IEP or Individual Plan of Care. It does not change a student’s or family’s personal health insurance or the amount of visits your child can receive outside of school.
- These services are already being provided at school and will not change regardless of whether a parent gives permission to bill or not.

Yes. Schools must have your written permission before they can bill Medicaid. Before they obtain your permission, the school must provide you with written notice informing you of your rights. The school must provide this notice each following year after your consent is obtained.

Your student’s right to access their education is not impacted by whether you consent to Medicaid billing. Your child will still receive the health services that they are eligible to receive.

Yes. You can withdraw consent at any time by notifying the school in writing.

No. If your child is eligible to receive a health service under the Individuals with Disabilities Education Act or Section 504 of the Rehabilitation Act of 1973, the health service must be provided at no cost to you.

The Family Educational Rights and Privacy Act (FERPA) is a federal law that protects your child’s education records. Schools are required to adhere to the privacy standards contained in FERPA. This includes sharing information for Medicaid billing. Personally Identifiable Information that may be shared:
- Name; date of birth; type of services provided, the date(s) services are provided, and by whom; attendance records, and State Student Identification Number (SSID).
