Redmond School District English Language Development Program Overview
The English Language Development (ELD) program provides the best education possible for each English Language Learner through high quality teaching practices, community-wide collaboration, wise stewardship of available resources, and high expectations for student achievement. Developing English proficiency while assisting students in achieving high academic standards is our priority. To achieve these language and academic learning goals, each school is staffed with a minimum of a .5 English Language Development Teacher who is dedicated to collaborating with school staff to develop a language learning plan that meets the needs of every student receiving services within our program.
Goals of the ELD program are:
- Students will become proficient speakers, readers, listeners, and writers of English.
- Students will achieve high academic standards.

In an effort to make maximum impact for students with their learning of English, we use a variety of instructional models to make this happen, including the following:
- Designated English Language Development (explicit instruction by a licensed ELD teacher, typically through a designated separate instructional time on set days during the school week)
- Integrated English Language Development (embedded instruction, typically delivered through co-teaching with a classroom and ELD teacher or sheltered content classrooms taught by a classroom teacher with credentialing in ELD instructional practices)
- Consultive English Language Development (typically a collaboration between classroom teachers and ELD staff, where a deep level of co-planning occurs with EL strategies being shared with classroom teachers to incorporate into their daily teaching practices to serve language learners within the classroom setting)
- Dual Language Two-Way Immersion (instructional delivery model where students are instructed daily in both English and Spanish)

During the Redmond School District registration process, all families complete the Oregon Language Survey (OLUS), which identifies a student’s language experiences through parent or guardian responses. If the survey indicates a potential English Learner, the district administers an English Langauge Proficiency Screener (ELPA Screener) to determine whether English language development services are needed, and identify the student with EL status. Families are notified in a required timeline if their child qualifies for EL services using the District’s Parent Notification Form, which is sent by email. The notification includes the amount of time and type of EL service the child receives and shares the right to refuse service.

Interpreters are available for our families in a variety of languages, and can be secured through the offices of each school, and at the district office. For Spanish, all schools have access to a Spanish-speaking Liaison who can help connect families to schoolwide resources.
The Redmond School District also has access to biliterate FAN Advocates who can help connect families to resources outside of schools and districts.
