eBike/eScooter Guidelines

eBike/eScooter Guidelines

The following is a joint message from Redmond Police Department and Redmond School District.  Redmond School District and Redmond Police Department are committed to partnering with families to help keep students safe as they travel to and from school. With the growing use of e-bikes and e-scooters among students, we want to make sure families are aware of current Oregon law and our expectations for safe use on school campuses.

Under current Oregon law, a person must be at least 16 years old to operate an electric-assisted bicycle or motor-assisted scooter. These requirements are established by state law and apply to students traveling on public roadways and other areas governed by traffic laws.

While Redmond School District does not enforce traffic laws for students traveling to and from school, we do have a responsibility to promote safe practices and maintain safe school campuses. Students who bring a bicycle, e-bike, or e-scooter to school are expected to:

  • Dismount and walk the device while on school grounds.
  • Park and securely lock the device in the designated area.
  • Wear appropriate safety equipment, including helmets.
  • Follow all applicable traffic and safety laws, including rules related to sidewalks, bicycle lanes, stop signs, traffic signals, and other rules of the road.

We want students to be able to ride their bikes to school, and we want to support families in making transportation choices that are safe and in compliance with state law. We also want to be a good partner to our community by working together to address safety concerns and help students make responsible decisions.

We are receiving an increasing number of reports and concerns from community members and drivers regarding students riding e-bikes and e-scooters unsafely, particularly in areas surrounding our schools. These concerns include students riding on sidewalks and roadways in unsafe ways, failing to follow traffic laws, and engaging in behaviors that can put themselves and others at risk.

In partnership with our School Resource Officers, Redmond School District strongly discourages elementary and middle school students from riding e-bikes or motor-assisted e-scooters to school. We encourage families to review these requirements together and make transportation decisions that prioritize both safety and compliance with the law.

Our goal is to help students arrive at school safely and return home safely each day. Families are encouraged to carefully consider appropriate means of transportation for their student, particularly for elementary and middle school students.

Safe travel to and from school is a shared responsibility, and we appreciate your partnership in helping keep students and our community safe.

Beginning January 1, 2027, Oregon law will change. The minimum age to operate a Class 1 pedal-assist e-bike will be reduced to 14. The minimum age for Class 2 and Class 3 e-bikes will remain 16, and the minimum age to operate a motor-assisted scooter will become 14.

Families who would like additional information are encouraged to review the Oregon Department of Transportation’s bicycle, e-bike, and scooter safety guidance.
